NAVAJO COUNCIL STILL DEBATING LEGISLATION 0462-12
DELEGATE KATHERINE BENALLY
I think there is some confusion regarding how language drafted, especially for District Grazing Committee members being removed by Council. I support amendment by Delegate Jonathan Hale. And i said earlier that I support legislation but under Paragraph 7 regarding Delegate Due Process, it conflicts with other laws and that is what I am now concerned about. Yes, there are some concerns with recent actions of delegates but also concern with election administration and board cuz when those areas are raised over legal concerns for removal. Election Board play politics and they are not always honest. They should not be serving on any administrative hearing board. Yet we turn a blind eye. I want to recommend that when opportunity arises for Paragraph 7 that those areas be amended.
QUESTION OF PRIVELEGE – DELEGAGE WITHERSPOON
SECTION 8 REFERENCED three times and ask that it be put up on screen other then handouts so we save some trees from being cut.
DELEGATE JONATHAN HALE
Regarding amedment, Line 21, underlines Council but when go to Line 7, number 2, line 8, Such official remove by 2/3 Council vote. It’s a good legislation in clarification but a little inconsistencies so perhaps sponsor cud withdraw legislation. If approve, not whole enchilada, piece meal. If Council approves based on overstriken and underlined, then piece meal.
