Disagree with Bates. When u adopt the agenda, yhou adopt Old Business and floor rules requires that Council consider legislation that mandates 2/3 vote.
I ask taht we go to Legislation 0369-13: Referring a Referendum measure on amending Title 2 of the Navajo Nation Code, section 102.

Witherspoon is just wanting to make legislation better and he should have right to make his amendment. Witherspoon withdrew his amendment because Witherspoon believed that Council would be taking up legislation requiring 2/3 vote.
