Title 2 amendment requires 2/3 vote of Council.

in law is that Council needs 2/3 vote to change law and so Council shud have opportunity to change referendum with 2/3 vote. And if this goes then I support that people cud change annual budget by referendum. But there are cases, in emergency only, where Council cud over-ride referendum, vote of people, if really needed. And why I feel this legislation goes too far. I don’t think this kind of protection is necessary.
