Navajo Council now on LEGISLATION 0337-13: amending resolution CS-47-13 2014 Navajo Government Budget by adding conditions of appropriations. Sponsor is Budget and Finance Committee Chairperson LoRenzo Bates.
This legislation involves directives from the Council to remove endangered species from Navajo endangered species list.

Conditions of Appropriations are ones approved by Council and that President Shelly vetoed.

5 percent of salary withheld and returned to general fund where there is language limiting travel if a director fails to comply with condition of appropriation.
Since Prez Shelly vetoed we are running away with tails between legs. He vetoed because of this 5 percent withholding of salary. But Council approved to insure good services to Navajo people.
this nothing to do with due process cuz on notice.
I believe we cud argue about due process and property right but we ned to stand by our word.

Controller Mark Grant never enforcers these Conditions of Appropriations that are approved by Council. So maybe Tsosie shud also include Grant’s salary and then give the 5 percent to chapters.
On COA 18: B&F put together by second quarter a Debt Service Plan for Infrastructure which is good.
Other one that troubles me is Decentralization, pie in the sky campaign promises. And doesn’t say that Resources and Development Committee approve and hope they don’t become rubber stamp for Prez Shelly’s Decentralization plan
