Here is the finalized Navajo Nation Council’s appropriation of about $4.1 million for Navajo Transitional Energy Company, LLC, that the Navajo Council amended and approved with a vote of 17 in favor, 2 opposed during their special session on Oct. 16, 2013.
Speaker Johnny Naize signed it on Oct. 18, 2013, and it was sent to President Ben Shelly, who has ten days to either veto it, sign off on it or not taking any action for ten days, which is basically a sign off.
But remember, during a press conference at the Upper Fruitland, N.M., Chapter, President Shelly said he wouldn’t sign the $4.1 m. for NTEC if the Council didn’t approve the proposed Energy Policy (https://docs.google.com/file/d/0B7xhIWpNuJXiZFZvdUxHQjBpVDQ/edit?usp=sharing).
The proposed Energy Policy was the only other legislation on the Council’s agenda on Oct. 16. But a walkout of four Council Delegates prevented the Council from taking action on it because after the walkout there was no quorum. But the Council is convening its annual five-day Fall Session on Monday, Oct. 21, and the proposed Energy Policy is the first item under Old Business. Usually the Council hears President Shelly’s state of the nation address and other reports on day one of its Fall Session. Day Two is usually when the Council tackles legislation but who knows, especially since President Shelly told the Council that the only way that he’d sign off on the $4.1 million for NTEC is if they approved the Energy Policy.
