Someone explain to me why Council has to specifically identify federal courts of New York.

Federal courts are identified as courts of limited jurisdiction. For example, someone sued in California then know court in California. And New York well versed on financial transactions and if investor from Alabama or California and disputes arises, then everyone knows that dispute would go before NY federal court.

DELEGATE RUSSELL BEGAYE
The terms of bonds will be governed by Navajo law and where no Navajo law exists then by Navajo custom. That is the first language. It really favors Navajo court system. But this (Bates) amendment removes that.
