Naabi sends Energy Policy to Navajo Council

Naabi continues debating proposed Energy Policy after tabling motion fails because Speaker Pro Temp Mel Begay ruled that Energy Policy would continue to Council even if Naabi tabled.

There is a possibibility that the Energy Policy did not pass because Navajo law mandates that the quorum for Naabi be a minimum of two from each of four standing committees or 13 members. When the vote was taken, there were 12 delegates and no Law & Order Committee members. But if Speaker Naize is counted then Naabi has quorum of 13. And it appears that Vote on Energy Policy was legal because Naabi continues to meet.
