It is the oversight committee that wud make sure that COAs enforced. If give to Controller Grant, these COAs will never be enforced.

ask attorneys about withholding 5 percent of wages. i know they ned to be held accountable and they ned to know we are being serious.

it will be challenged. there shud be opportunity for them, before salary taken, that there is notice in advance, opportunity to address the complaint. And also whether condition of appropriation actually under their control.
The way most of COAs written is present plan and plan doesn’t need to be liked by community.
But it will be challenged and probably successfully unless put hearing process in place before salary withheld.
