Speaker Naize says that 16 yes votes are needed and that there are 16 delegates on the floor.
9 in favor, 7 opposed so Legislation fails to be approved.

Under Navajo law, the Council was required to approve the $220 million Bond legislation with a 2/3 vote in favor, which is 16 “Yes” votes since the Council consists of 24 members. And since the $220 million Bond didn’t receive the legally required 16 “yes” votes, it failed to be approved, which basically means it was disapproved and so now it’s dead legislation.
