ONE OPPOSED THE REASSIGNED OF NAVAJO AREA BIA DIRECTOR SHARON PINTO AND THE OTHER ONE OPPOSED THE REORGANIZATION OF THE BIA, WHICH COULD RESULT IN THE RELOCATION OF THE NAVAJO AREA BIA OFFICE FROM GALLUP, N.M. COUNCIL NOW DEBATING LEGISLATION 0428-17: An Action Relating To Health, Education and Human Services, Resources and Development, Law and Order, Naabik’iyati’ Committees and the Navajo Nation Council: Enacting the Revenge Porn Act and Amending Title 17 Sex Offenses.
DELEGATE LEONARD TSOSIE understand this applies to Navajo land boundaries but servers for social media, such as Facebook, off reservation and so all our efforts are useless. For example if something sent from Phoenix and causes harm on the Navajo then Navajo police has jurisdiction and can reach these people to shut them down or prosecute them. So we need an amendment to make this bill stronger.
DELEGATE AMBER KANAZBAH CROTTY we heard personal testimony at Health, Education and Human Services Committee and asked what happens when Navajo government staff using computers to distribute photos when talking about harassment, cyber bulling. What we have been shown is that this type of victimization and trauma not fully addressed in 0428-17.

DELEGATE KEE ALLEN BEGAY this bill includes world wide media and retaliation. These days with certain software individuals can use images. Law and Order Committee recently updated plan of operations for Division of Public Safety and for Criminal Investigators to go out and investigate requires specialized equipment.
DELEGATE EDMUND YAZZIE i do support cuz strengthens laws of Navajo and hear comments after comments how weak laws are and bad guys get away with a lot. Keep in mind, as it is our investigators are short handed so pleading with pleadings to reconsider Ramah Settlement into Public Safety Fund. We are recruiting for police but no one applying. We need financial support. There is another proposed law that when individual gets arrested on Navajo, that info not shared with states but states share. That bill is also coming to Council. We think of criminal situation, murders and killings in Albuquerque and police arrest and judge let those individuals out. I would just ask that we call a special session and help the police so get proper individuals out there to enforce this law.
