Navajo Council opposes Oil and Gas legislation addition to agenda

Navajo Council debating addition of Navajo Oil and Gas charter legislation as part of Council adopting winter session agenda when NOG legislation didn’t go thru proper legislative process.

DELEGATE K. BENALLY
It was not RDC not acting on it. I just want to clarify that. There was scheduling problem and may have been caused by special Naabi meeting. Again, it was not about controversy, it was about understanding entire legislation.

DELEGATE ALTON SHEPHERD
I think this about agenda, putting items on there, and so we can validate legislation when Council decides to debate or not.

SPEAKER NAIZE
Your law states that legislation for Council must first be acted on by Naabi. And so you will be violating Title 2.

DELEGATE BATES
there is process and if sponsor follows process and that oversight committee does not take action and quorum lost for whatever reason prevents that legislation from moving forward. And delegates here understand that. All I’m asking for is for NOG legislation to be on Council agenda and Council decides if want to act on it when legislation gets before Council.

DELEGATE DUANE TSINIGINE
Let’s vote on setting this precedence of placing legislation on agenda that fails to go thru process.

VOTE IS 10 IN FAVOR, 11 OPPOSED AT 12:06 PM
