The Navajo Council’s Resources & Development Committee is meeting in LeChee, Ariz., tomorrow, Oct. 28, and Tuesday, Oct. 29. The Oct. 28 RDC proposed agenda lists only reports from tribal parks, including an overall report from Navajo Division of Natural Resources Director Fred White. But a committee member could ask for legislation to be added and the committee could approve the addition during the time that the committee is debating the approval of their agenda. And even after the committee approves its agenda, a committee member could ask to add legislation which the committee could do but only by 2/3 vote.

The Oct. 29 RDC proposed agenda lists several legislation including Legislation 0308-13 An Action Relating To Resources And Development, Health, Education and Human Services, And NAABIK’IYATI’; Approving The Peabody Western Coal Company Lease No. 14-20-603-991 Water Rate Negotiation Team For The Purpose Of Setting A Rate For The Peabody Western Coal Company Lease 14-20-603-991

Legislation 0308-13 is sponsored by Navajo Council Delegate Dwight Witherspoon. The legislative process for Legislation 0308-13 is after RDC action, it goes to Health,Education and Human Services Committee and then to Naabiki’yati’ Committee for final approval.

According to the proposed Navajo Nation Economic Development Fund Management Plan, which is to legally allocate 10 percent of the tribal Sales Tax, is: “As outlined in the Section V. Project Activities, the Fund Management Plan funds pre-development services. These services are essential in preparing a track of undeveloped land set aside for commercial and/or industrial and making the land marketable for development.ln addition, the Fund Management Plan funds onsite development and construction. These services allow the business site to become equipped with utility and water infrastructure and the construction of pavements, buildings and other structure which businesses can begin to locate. Lastly, the Fund Management Plan allows for the fund itself to be leveraged with other funds within and outside the Navajo Nation.”
