Prez Nygren no show for ARPA report at Navajo Council Naabi 7.11.24. Churches without Mission Site Leases. Opposing Decriminalization of Azee Shima.

Ya’at’eeh Relatives/Frens/Humans, I’m so relieved, overjoyed that Navajo Council Speaker Crystalyne Curley is Walking her Talk and providing a FULL VIEW of the Naabik’yati Committee. Ratz, I spoke to soon. I just looked at YouTube & the Camera is now on the Great Seal of the Navajo Nation & no longer on Naabi. It’s 12:51 pm & so maybe Naabi is eating… 🤣😂 Anyway, since the camera was showing Naabi, I could focus on writing about meeting. I hope camera goes back to Naabi, otherwise I’ll be traveling to WR to LiveStream.

But what I’m trying is to Revive my “Marley Shebala’s Notebook” blog, where I will provide on the spot news reporting/writing of Navajo govt meetings that are Fully LiveStreamed, like my LiveStreams. Good Grief, if i can provide Full LiveStream with just my Cell Phone then Speaker Curley & All the Committee Chairperson can provide the same LiveStream Coverage! And so if I don’t have to do LiveStream, I can focus on Live News Reporting & Posting the Legislation on the agendas of the Navajo Council, Naabi and Standing Committees.

10:32am, 7.11.24, Navajo Prez Nygren failed to show up at the Navajo Council Naabik’iyati Committee meeting to report on his Line Item Veto of more than $50 million. According to the Naabi agenda, Buu’s was listed to “Report on the effects of the line item veto under Resolution CMY-28-24: Revenue Replacement Reserve – Third Trust Fund Allocation and Delegate Region projects.”
Speaker Curley reminded Naabi that the Navajo Council discussed whether to meet with President Nygren in a Leadership Meeting where they would be in Executive Session or in a Naabi meeting. Curley reminded Naabi that they decided to have President Nygren report in Open Session to Naabi. Curley informed Naabi that President Nygren asked Naabi to meet with him in his conference room.
(NOTE – I don’t know if the meeting on the some of the finances of the Navajo people would be Public or Behind Closed Doors, especially since the focus of this meeting is about ARPA funds that were allocated to the Navajo govt based on our Census Numbers)
Council Delegates Eugenia Charles-Newton, Vince James & Danny Simpson immediately called for Naabi to use its Subpoena Power & Subpoena President Nygren.
According to Naabi debate, $293M is sitting in Navajo Nation reserve fund and that’s why Naabi asked President Nygren to report on the progress of the expending of the Navajo Nation Executive Branch’s ARPA allocaton. ARPA funds must be encumbered by Dec. 31, 2024, report and expended by Dec. 31, 2026.
It was also reported at Naabi that $267M of the $520M of Navajo General Funds, which was formerly ARPA funds, could be just sitting there. Delegate Simpson reported that some of those ARPA funds that are now Navajo Nation General Funds are earmarked for Convience Stores/C-Stores.
Delegate Amber K. Crotty then offered an option to the IMMEDIATE Subpoenaing of Navajo Prez Nygrn: Crotty asked if Prez Nygren would be available to make his report this afternoon? Crotty then motion to have Naabi placed Prez Nygren report at the end of the Naabi agenda. Delegate Yanito Seconded Crotty’s Motion.
10:41am NAABI VOTING. 13 in favor, 3 opposed

11:39 am, 7.11.24, Navajo Council Delegate Rickie Nez, a former Christian pastor or maybe he’s still a pastor, opposing proposed amendments to Mission Site Leases that would remove Sections of the Mission Site Lease that requires a Navajo Council Delegate to Support a Mission Site Lease. Yup, Delegate Rickie Nez must still be a pastor, he’s speaking up for the Christians – in our Dine’ language and in the English language.
I remember one time, Delegate Rickie Nez started singing a Christian song & when no one joined him, he stopped singing.
I support everyone’s Right to Pray. I do not Support non-Dine’ & even our own Dine’ standing on our Homeland & Screaming, yes Screaming that if you do not believe in Jesus/God/Christians then you will Burn forever in Hell. WTH!!!! We Are Dine’!!!! Dine’ Fundamental Law is our Law!!!!
And it’s the FAR RIGHT CHRISTIANS that are Promoting PROJECT 2025!!!!

11:54 am, 7.11.24, Navajo Counci Delegate Eugenia Charles-Newton reports to Naabi that there are some churches that have not applied for a Mission Site Lease because the church was erected on a Home Site Lease.
Charles-Newton noted that when churches fail to respect Navajo law by applying for a Mission Site Lease that the Navajo govt has no jurisdiction over those churches. She added that there are illegal activities occuring at some churches on the Navajo Nation.
(NOTE – There’s a church in Chinle where the doors are locked so no one can leave! And then some individual comes out in a Satan Suit & scares everyone, even children, to believe in Jesus/God/Christ or Burn in Hell with Satan.)

12:11 am, 7.11.24, Navajo Council Delegate Vince James informed Naabi that some churches have Burial Sites on their location. James reminds Naabi that the Navajo Council Resources & Development approved Burial Site Laws that the Dine’ people are required to obey, but what about the churches.
James questions the Navajo Land Dept’s ability to hold Churches accountable. (NOTE – Land Dept is under Navajo Division of Natural Resources. Former Land Dept Director Mike Halona is Nygren’s political appointee to head the Division of Natural Resources)
James also asks how long will the Churches have Dine’ land? There are leases for 75 years, he adds. He noted that some Churches have abandoned their sites. What’s Land Dept doing with those Dine’ lands?
FYI – Before Delegate Vince James spoke, Resources & Development committee member Shawan A. Claw gave an excellent explanation of what Legislation 0140-24 is amending.

12:24 pm, 7.11.24, Navajo Council Delegate Danny Simpson said that when he was in high school there was a president or chairman that wanted to shut down the churches that were on Dine’ land illegally because they did not have Navajo govt Mission Site Lease, Homesite Lease, Burial Site Lease. There was a big outcry in oppostion, Simpson said and so nothing was done to the churches.
Simpson said there is no enforcement of Navajo laws regarding Mission Site Leases. But he said once there is enforcement that the constitutents of other Navajo Council Delegates will be lobbying their Council Delegate to block enforcement.
All we are asking is to take the endorsement of the Council Delegate off,” Simpson noted to Naabi. Simpson said the current Mission Site Leases has the Council Delegates and not the Navajo Land Dept Recommending a Mission Site Leaase, which is wrong. It should be the Navajo Land Dept reviewing & recommending Mission Site Leases.

1:25 pm, 7.11.24, Naabi votes 19 in favor, 0 opposed on Legislation 0140-24 with one amendment, which seeks Navajo Counci approval for amendments to the Navajo Nation Mission Site Lease.
Naabi is now on Legislation 0143-24, which seeks Navajo Council approval to change the name of the Navajo Nation Division of Social Services to Navajo Division of Children & Family Services. There are No Questions from Naabi & so Naabi VOTING on Legislation 0143-24. The vote is 19 in favor, zero opposed.
And Naabi goes to next Legislation, which is 0131-24 and 0131-24 seeks Navajo Council approval for “Opposing the Decriminalization of the Use of Peyote and Mescaline in the States, Local, governments, and the United States Territories; and Urging Adherence to the American Indian Religious Freedom Act” SPONSOR: Honorable George H. 2:47pm, 7.11.24, Navajo Council YouTube back on. Debate continues on Legislation 0131-24, Opposing the Decriminalization of Azee Shima. Presenters are talking about “major crisis” that is threatening the Azee Shima Way of Life. They reported that Big Pharma already has plans to extract portions of Azee Shima to sell for profit.
The only mission that the Azee Shima coalition has is the Decriminalization of Azee Shima by 15 states. The coalition plans to present info about how Azee Shima is used only in sacred ceremonies. The coalition is also going to Congress to strenthen the US Indian Religious Freedom Act. In 1994, Congress was asked to protect Azee Shima and they did. When we go to Congress, they ask what does the Navajo Nation want?
