Delegate Phelps, who is sponsoring the proposed legislation for a 911 system, reminded the Council that Prez Shelly supports the implmentation of a 911 system.

Concerned about environmental red tape when we want to do anything on the reservation. In some cases, you have to satisfy a dual review to get anything done – tribal & BIA. and they pretty much mirror each other. We just copied fedreal laws and made it our’s. It doesn’t make sense, bottom line.
why do we do that to ourselves? Why do we impose additional costs on ourselves? That is my attitude about environmental regulations. So what does this mean Mr. Begaye regarding environmental regs. Is this proposed law going to reduce environmental reviews?

page 17: where it will begin, since Navajo take over, under section 2380, office will be established and of course we have to comply with environmental regs. but that environmental office will make policy. i agree with that environmental regs takes so many steps but what makes even more cumbersome. Look at list of environmental compliance, all federal regs, it is cumbersome and we may need to revisit our policies to make this more streamlined but it is our own laws that cause us problems.
