The Navajo Council’s Resources & Development Committee has called a SPECIAL meeting on Monday, Dec. 23, to address RDC member Delegate Leonard Tsosie’s proposed legislation 0373-13 which allow Uranium Resources Inc. to set up a Demonstration In-Situ Uranium Mining Project in Church Rock, N.M. and to create a RDC Sub-Committee of two RDC members and representatives from Navajo Department of Justice, Navajo Division of Natural Resources and URI to draft an agreement for URI to actually begin In-Situ Uranium Mining.
Navajo Council Delegate Leonard Tsosie’s Legislation 0373-13 is the first item of action on the RDC agenda and Legislation 0373-13 is only one of two pieces of legislation on the RDC agenda. AND the RDC is meeting at Chilchinbeto, Ariz., Chapter. The RDC meeting is scheduled to start at 9 a.m., which according to Delegate Leonard Tsosie would allow the RDC members enough time to travel from Chilchinbeto to Window Rock, Ariz., where the Council is having a Special session to specifically address Delegate LoRenzo Bates’ Legislation 0367-13, which relates to the 100 percent waiver of Navajo sovereign immunity, taking legal disputes out of Navajo court and into the New Mexico State courts, approving a multi-million reclamation insurance bond for Navajo Transitional Energy Company, which are all needed before the end of December so NTEC can seal the deal with BHP to buy its coal mine for $85 million, which BHP is loaning to NTEC or basically the Navajo Nation because the Council created NTEC as a tribal enterprise.
And of course BHP is charging NTEC a 6 percent loan interest, plus an unknown amount of money to operate the coal mine for NTEC under an agreement between NTEC and BHP…
In the Navajo government’s mad greedy rush to approve Bates’ Legislation 0367-13, which many of the Council Delegates say that they are doing to continue providing direct services to the People and to keep the jobs of Navajo people at BHP and Four Corners Power Plant, Speaker Johnny Naize, who is under criminal charges of conspiracy to commit bribery and bribery, approved a Special meeting for the Budget & Finance Committee and Naa’bik’iyati Committee to meet this morning at the Twin Arrows Casino & Resort near Flagstaff to specifically address Bates’ Legislation 0376-13 because before Legislation 0376-13 can get before the Council, it needs to go before the Resources & Development Committee, which held a Special meeting yesterday and approved it, the Budget & Finance Committee, the Naa’bik’yati Committee and finally to the Council.
BUT under Navajo law, the Council and its standing committees must give the public 24 hour notice of its meetings…well, there was no 24 hour notice for the Budet and Finance Committee!
